Utah DMV Executive Temporary Order Through May 15

SALT LAKE CITY-Per Utah Code 53-2a 204, Gov. Herbert has the authority to employ measures and give direction to state and local officers and agencies that are both reasonable and necessary in securing compliance with orders made pursuant to the Disaster Response and Recovery Act.

Herbert, per this code, has ordered the suspension of the following statues as applied to a covered vehicle:

-A “covered vehicle” means a vehicle whose registration is required by the acts and whose registration expired or will expire during the period beginning March 6 and ending on and including April 30 or whose owner’s duty to register the vehicle began during this period.

-Utah Code 41-1a-201 (1), which requires a motor vehicle, combination of vehicles, trailer, semitrailer, or vintage vehicle, off-highway vehicle, vessel or park model recreational vehicle in this state to be registered prior to operation by a person or automated driving system.

-Utah Code 41-1a-202 requires a motor vehicle, combination of vehicles, trailer, semitrailer or vintage vehicle to be registered within 60 days of the owner establishing residency in Utah.

-Utah Code 41-1a-218, requiring a person who, after making application, for or obtaining a vehicle registration, moves from the address named in the application to notify the division of the person’s old and new address within 10 days of moving.

-Utah Code 41-1a-220, requiring the owner of a vehicle whose registration card is lost, mutilated or becomes illegible, to immediately apply for a duplicate registration card.

-Utah Code 41-1a-703, requiring a transferee, before operating or permitting the operation of a transferred vehicle on a highway to complete certain requirements, including obtaining a new registration for the transferred vehicle.

-Utah Code 41-1a-110, and permitting the division, or a peace officer, to seize and take possession of any vehicle or vessel operated without proper registration.

-Utah Code 41-1a-1303, prohibiting a person from driving or moving, and an owner from knowingly permitting to be driven or moving upon any highway any vehicle of a type to be registered in Utah that is not properly registered or for which a certificate of title has not been issued or applied for, or for which the required fee has not been paid.

-Utah Code 41-22-3(a), which prohibits the operation or transportation of an unregistered off-highway vehicle on any public land, trail, street or highway in Utah.

-Utah Code 73-18-7(1)(b) which prohibits a person from placing, giving permission for the placement of, operation or giving permission for the operation of an unregistered motorboat or sailboat on the waters of Utah.

This order lasts through May 15 or until otherwise lawfully modified, amended, rescinded or superseded.
