SALT LAKE CITY-Last Thursday, Utah Highway Patrol troopers spotted a naked man alongside Interstate 15.

A police affidavit confirms this occurred in the area of 300 North and I-15 in Salt Lake City.

The victim was covered in blood, scrapes and burn marks all across his upper body.

Furthermore, his face was covered with blood and welts and he was bleeding out of his ear and he had suffered multiple small burn marks on his back and arms.

The victim told authorities he was kidnapped and tortured, per the affidavit.

Police deduced this alleged torture occurred at a motel near 750 North and West Temple in Salt Lake City.

The victim told detectives he went to the hotel to do drugs with others but these people later attacked him.

They proceeded to tear off his clothes and burn him, per the affidavit.

He was able to escape when a hotel employee knocked on the door because of a noise complaint.

Sunday, 37-year-old Patrick Shipley was located and taken to the Salt Lake City Police Department.

At this time, he admitted he knew the victim, whom he called a “liar” and a “manipulator.”

Per the affidavit, Shipley refused to answer any further questions without an attorney present.

Shipley was arrested for investigation of aggravated assault and aggravated kidnapping.
