Officer Joe Shuler was taking a break between classes at CNOA. While in the restroom, he heard and recognized agonal breathing coming from one of the stalls. He investigated quickly, saw a bloody syringe on the floor and saw hands dangling towards the ground. From his training, he knew this was a drug overdose and began to provide aid to the man. Medical was called and arrived quickly. The person in questions survived. The above information was according the the Heber City Managers report.
